Brief Introduction to Hefei City

Hefei, the capital ofAnhuiProvince, located in the centralregion ofChina(Geographical coordinates: 32`N and 117`E) between Yangtze andHuaiheRiversand nearChaohuLake. It possesses a strategicallyimportant location easily accessible from all directions of the country, and itconnects the vast area of Central China.

      Hefei, well known both athome and abroad as “a historic site famous from the Three Kingdoms Period andthe hometown of Lord Bao”, is a city with a history of more than 2000 years.Since the later Eastern Han Dynasty, it had been made governance site severaltimes of the local government as a county or prefecture, constantly animportant administration center and a crucial military stronghold in the regionbetweenHuaiheRiverandYangtze River.

      Thename of “Hefei” first appeared in the Collected Biographies of Merchants underthe Historical Records written by Sima Qian, a famous writer andhistoriographer in Chinese history. It goes like:Hefei, impacted economically from both northand south, was a collection and distribution center for furs, leather, aquaticproducts and timber. Between Qin and Han Dynasties, it was chartered asHefeiCounty,coming under the jurisdiction ofJiujiangPrefecture. Liu Xiu, anemperor of the Eastern Han Dynasty, upgradedHefeito be a Kingdom. By the Three KingdomsPeriod,Hefeiwas the seat of the government ofYangzhouPrefecture. Then between Ming and QingDynasties, it became the seat of the government ofLuzhouPrefecture.HenceHefeicame to be also known as Luzhou.

     Hefeienjoys a subtropical humid monsoon climate featuring mild climate with distinctseasons and appropriate precipitation. In spring the temperature variesfrequently with an obvious raining period, rainfall concentrates in summerwhile autumn has crisp air and clear sky. The average temperature is 15.7℃, themean precipitation is about 1000 millimeters and sunshine-time accounts for2100 hours annually.

      Sincethe opening-up and reform,Hefeihas entered a fast track for its economic and social development. Its GDP hasgrown at a two-digit rate for more 20 years, resulting in a constant increasein its economic comprehensive strength. In 2004, the whole city realized 58.97billion RMB in GDP, increased by 16.2% year on year and the average per-capitaGNP reached 13,378 RMB. The retail sales of consumer goods totaled 23.977billion in the year, increased by 15.6%, the annual fiscal revenue10.54billion,increased by 24.9%, of which local revenue was 4.493billion with an increase of25.3%, the yearly import and export volume totaled 3.508 billion, increased by16.3%,ofwhich export volume was 2.189billion with an increase of 20.4%,and the importvolume was 1.319 billion with and increase of 10.0%.


History

Green City
      The city of Hefei is a well-known “GreenCity” across the nation. Since the founding of the People’s Republic ofChina, and withdecades of hard work of the people, it has witnessed fast progress in itslandscaping and afforestation. TheRingParkaround the city,built in 1984, with a length of 8.7 square kilometers covering an area of 37.6hectares, is a typical example of the progress, which features the city with aunique style in its layout as a city integrated with gardens. In the late 1992,Hefeiwashonored one of the first national garden cities.



      Afterthat,Hefeipeople spare no effort to accelerate the speed of landscaping and afforestationin order to create such “brand names” for the city as “Green Hefei” and“Eco-Hefei”.

      In detail, the completed key projectsrelated to landscaping and afforestation are: Hefei Botanical Garden, HefeiWildlife Field, Xinghua Park, Anhui Hall of Fame (first phase), Peace Square,Municipal Square, Shengli Square, Hui Garden, and some scenic spots at Hupotan(Amber Pond), Hechi Dam, Qingfeng Ge (Gentle Breeze Pavilion) and along theNanfei River.

      The total area of the city is 7497.66square kilometers, of which the urban districts cover 596.01 square kilometers,Changfeng 2390.41,Feidong 2211.38 and Feixi2299.86. 

      Hefei has carried out many measures topromote “green” atmosphere of the city, like making greenswards on leased landor the bases of dilapidated houses, transplanting big trees to the city proper,decorating streets with flowers. In the Green Corridor project, enclosing wallsof office complex or dormitories were changed into railings for better views.The city made a great way ahead in recent years in increasing its greencoverage and afforestation quality to maintain its image in greening work. 

Science & Education
      Thanks to the great attention paid byleaders at different levels and the joint efforts made by educational workersin Hefei, Deng Xiaoping Theory has been upheld, Party's educational policieshave been implemented, reforms deepened and remarkable achievements made indifferent kinds of educational fields. The gratifying results made in thenine-year compulsory education and illiteracy elimination among the young andmiddle-aged have been carried forward. Great progress has been made in seniorsecondary education. Vocational and adult training for skill acknowledgement,secondary and elementary education are continuing to develop healthily inHefei.

      By the end of 2004, there were totally inHefei36 institutions ofhigher learning with an enrollment of 76,000 students for the year. The studentpopulation was 206,200. Hefei CAS Branch and other institutions of higherleaning enrolled 5,885 PhD candidates and graduate students in 2004, a rise of913 over 2003. The population of doctoral students and postgraduates was14,565, 2997 up over 2003. There were 23 secondary technical schools with47,200 students, 49 vocational schools with 59,600 students. There were also261 secondary schools with 314,300 students, 1,178 elementary schools with383,300 students. 100.15percent of secondary-school-age children were in schooland 99.5 percent of elementary-school-age children were in school, too. The populationof adult students at secondary technical schools was 7,758 and that atelementary/secondary schools was 4347.
